Building a warehouse in Dubai: steps, approvals and cost drivers.

A practical guide for plot owners and investors planning a warehouse, steel shed or industrial building in Dubai.

1. Start with the plot

Everything begins with the plot's affection plan: it fixes the permitted use, the building lines, the maximum height and the coverage. Check also who controls the plot – Dubai Municipality, a free-zone authority or a master developer – because that decides where the building permit is submitted and which regulations apply.

Before design starts, decide what the building must do: storage, cold store, workshop or light manufacturing; the clear height; whether you need overhead cranes; the floor slab load; and how much office or mezzanine space you need. These answers drive the structure and the budget.

2. Design and approvals

A consultant prepares the architectural, structural and MEP drawings and submits them for the building permit. Civil Defence approves the fire-safety design and DEWA (or the relevant utility) the power and water connections. Industrial uses can need additional approvals depending on the activity.

A contractor involved early can save time here: steel connections, panel sizes and MEP routes coordinated before submission mean fewer re-submissions later.

3. What drives the cost

  • Size and span – floor area, clear height and the column-free span.
  • Envelope – single-skin sheeting versus insulated sandwich panels, skylights and doors.
  • Floor slab – design load, racking and forklift traffic, and ground conditions.
  • Offices and mezzanines – area, finishes and MEP.
  • MEP and fire safety – sprinklers, fire alarm, ventilation or cooling.
  • External works – paving, boundary wall, gates, drainage.
  • Steel and panel prices – these move with the market, so compare suppliers.

4. Where the time goes

The approvals and the steel are usually the longest items. Steel must be designed, approved, fabricated and delivered before erection can start, so ordering early – as soon as the design is fixed – protects the programme. Foundations and the floor slab can progress while the steel is in fabrication.

5. Local or China supply?

Steel structures, sandwich panels, doors and MEP equipment can be bought in the UAE or directly from factories in China. The right choice depends on the full landed cost – price, shipping, duty, inspection and programme – not on the factory price alone.
